The register keeper decides changes to the register. It signs every mint and burn, for the act or in a consent the ledger checks, and keeps the registry’s block list. The venue runs NodeAsset. It takes or refuses orders, prepares and settles them, and keeps its own controls and records. Where the register keeper agreed in advance, the venue also acts on the register itself; Who decides lists each case. Reconciliation and the auditor check that every act matched its plan and its rules.
